As with the introduction of a charge for carrier bags – it seems Ireland are determined to be first! After introduction in Ireland it was then adopted across the UK. The Cup Levy could taker the same path.
“The levy on single-use disposable cups is being introduced to incentivise people to choose to re-use. It will work in a similar way to the plastic bag levy. Under these regulations, consumers can use a reusable cup when buying a hot drink or pay 20 cent for a disposable one.”
The consultation closed on Friday 25th November.
- The AVA has argued for exemption of vending & automated retail for a variety of reasons:
- Economic: The RIA studied impact on retail at €2 or more. The average vended price of a hot drinks is 46c. A 20 cent levy would be an unfair imposition in vending.

- Practical – nearly 70% of all vending (and table top) hot beverage machines are free vend and have no way of charging a consumer for a cup at point of dispense
- Because of previous lobbying work by AVA and EVA vending is already considered a ‘special case’ (RIA document page 47).
